HELP PLEASE: can I apply for a Canadian transit visa after I have just applied f

I have just applied for a Canadian visitor visa for a trip to Canada during the period of March 14 - March 23. After that I will be in the US.

I booked a ticket out of the US on May 4, with a transit stop at Toronto. I understand that I need a transit visa to Canada for this flight.

My question is: can I apply for a Canadian transit visa in February (or right now) while my visitor visa is still processing (or while I have a visitor visa to Canada)?

(I'm asking this question because I won't have anytime to apply for the Canadian transit visa in April since I will apply for a Japanese visa around that time.)

If you can get changed your current visitor visa application ( as it in process )to multiple entry, you need not request for a transit visa in April. For certain country nationals, if the travel is to US or from US, there is no need of transit visa.
