Hello Guys
I work in Ontario from for 17 months till now, as a resident of internal medicine ,with a work permit under NOC3111 , i did ielts in January 2012 , got 7 in all sections. I am only paid 1000 dollar from the hospital only as i am sponsored from a university in my country and they pay me another 2000 dollar, but my T4 slips , show only the 1000 dollar i am being paid from here. Am i eligible to apply under canadian experience class? Would it be enough to write in my refrence letter from my employer here that i am paid from internal and external sources the same that Canadians are paid? I don't want to present any paper from my sponsoring university as they will write on those papers that i should go back after i finish my work here!! What do you think? Please help me ...

Absolutely, you can and perfect with your IELTS. Regarding to your employment letter must contian
start date till your last day working at that place or till present if you still working,hour/week, $/hour,duties must match to your NOC,your employer name or supervisor with contact number or email.
No need to declare whatever income outside canada.

:D Thank you for your reassurance, but my T4 shows only 1000 dlloar income per month.
So if i work 35 hour a week and get paid 10 dollar and hour i should be paid 1500 dollar a month, and according to HRDSC, all resident doctors here get paid around 3000-4000 dollar a month, i am afraid they will say i am faking the job and refuse saying i am paid less than what full time similar doctor will be paid .

I am paid as them but my funding is divided between external and internal sources... I work fulltime and do fulfilll all the NOC criteria too... It is just the discrepancy between T4 and my total income, as part of it is not from here. I am confused about what to do.. :(

T4 is part of your income. If you wish (and you should), you can claim the other income coming from the university of you home country. Then your NOA will show that part of income. Write the explanation on a sheet of paper and include it in your application. And hope for the best.
I would that is the best you can do.

Actually, that is not optional. If you reside in Canada, you MUST declare your global income on the Canadian tax return. (that does not necessarily mean you will be taxed on it, but you should get good tax advice).

The "good" thing, as gong0704 pointed out, is that that info will be on your Notice of Assessment (NOA). The "bad" thing is, you would have to explain it.

I asked my accountant to add this as an income to my Notice of assessment. I don't know really how to explain it? Should i write
My contract indicates i will be 2/3 from extrernal sources and source from Canada here? And that i liked it here so i am applying to stay here instead, and i will deal with my contract with the university in my country!! Is this good? Or is my chance to be accepted is little? My employer here is willing to write in my reference letter that i am paid like this and that i am paid as full time other workers!!!

Please if anyone has any suggestions i am open to sugestions.

Hey Friends ...please someone help me or suggest anything?! I read all Canadian regulations and called the CIC office but couldn't get a clear answer about this... If i am paid from a company (from outside Canada)by two thirds of pay and one third from Canada for a job that is otherwise fits the CEC regulations , would i be eligible??

No, I really don't think you should take that chance.
Eventually the CIC officer will look into your file and they find that your pay does not suite your NOC as it should. They probably will pick that out and possibly reject you or you'll be delayed.
Inter-company exchange is common in all country, you're paid in your home country is not the problem. If your company or you are not paying related TAX. That'll be a issue (although CIC might not be picking that out since they are not TAX department).
In all cases, I would simply tell them the truth rather than hiding it.
Writing a letter explain that you work full time and part of your pay is from your home-country and you have paid TAX for that part (your NOA can prove that). Even your employer's reference letter can say the same thing to reinforce your statement.

And NOA is from the government. You accountant can only file TAX which include that part of your pay which was not on T4.

thank you this was really so informative and helpful, but i will remain with only one more thing which is the notice on my sponsor's letter saying that i have to go back? i will pay my university any fines that i have to for not going back and remain here working. But will this notice really affect my application?

I can't be entirely sure, but I think that probably will affect your application. I would leave that out.
Although somehow, I also think that CIC should be focus on the evidence that you have work experience on that letter. So there is possibility that they won't consider that.
I guess that you just have to find that out by trying it.
