No. IF it is not in English/French, then you have to submit a certified translation with the copy.

I believe getting the photocopy certified would be okay. Are you trying to "hold on" to the original? Any translations or copies of official documents need to be certified/notarized.

The translation needs to be the original. The original certificate in your language can be a photocopy, but the translation needs to be the original.
