On my cic account on the application status it just changed from :
Background check Your application is in progress. The next step is to conduct a background check.
To:
Background check Not applicable.

So what does this mean ?

Usually background check is Not applicable for underage ( less than 18 years old) applicant.
your situation seems odd. may be it's a system error. it may change again back to the old status.
to be sure, you can request the GCMS notes to see what has been done in your application.
