AOA,

Can someone please guide with the Spouse work permit application process step by step.

I am in Canada on PGWP and would like to apply open work permit for my wife. How does it work ? Do I need to apply online for her as a outside Canada because she is in Pakistan rite now. If someone can guide me through this would be great.

Moreover, I also wanted to apply my PR via express entry. Should I apply my spouse work permit first and once she get here then apply for PR or should two application can go at the same time.

Is there any guideline or check list that I can use to apply Spouse work permit ?

The spousal work permit is only available for applicants who apply through In-Canada class (Inland Spousal Applicant). It should be submitted with the Inland spousal sponsorship PR app.

Also, in order for you to bring her here and sponsor her, you'd need to be a permanent resident.
 
Ok. But can she apply for TRV and join me in Canada and then I can apply her open work permit ?

PGWP holders spouses are eligible for a work permit if the PGWP holder is employed in certain categories. What is your current job?

Spouses of open work permit holders

If the principal foreign worker is the holder of an open work permit (e.g., post-graduation work permit, working holiday work permit), Immigration, Refugees and Citizenship Canada (IRCC) cannot assess the skill level based only on the open work permit, and the spouse or common-law partner applying for the C41 exemption will need to attach proof that the principal worker is employed in an occupation in skill level 0, A or B.

The spousal applicant should submit all the supporting documents, including

a letter from the principal foreign worker’s current employer confirming employment or a copy of their employment offer or contract; and
a copy of the principal foreign worker’s last three pay slips.



It's called "Exemption C41".

Just apply for her permit and attach the required documentation.

You'd probably get better help in the foreign workers section of this forum, but I think she just has to show she intends to reside in Canada.
