Help Needed - PR Rejected for Quebec destination

So yes, the application was rejectes as i have selected quebec as the detination in my application.

Here is the reason code : Specifically, you have indicated that your province of destination is Quebec. To qualify as a federal skilled worker you must intend to live outside the province of Quebec

I know this has been discussed in the posts before. I just want to know where we do this destination sleection so next time i dont repeat the same mistake. Any help is appreciated.

You need to select a province where you intend to settle. Next time do not select Quebec as they have their own immigration programme.

Unfortunately no, they are quite strict about it.

Is this before ITA when we create the initial application to get ITA?
I am hoping its when we create a detailed profile when we submit for PR

It's in the eAPR i.e. the application post ITA. In the EE Profile, Quebec is not in the list.
