Hello, I studied one year diploma program in Ontario and after completing the studies, got my pgwp approved for one year. Since i worked part time during my college days, the employer offered me full time NOC "C" job here. Its been since 4 months, i started working here. I have Undergraduate degree and 2 years work experience (noc b) from India. Can any one please advise me the chances and options i have to apply for permanent residency.

Unfortunately, NOC level C work is not considered "skilled" and therefore the experience cannot be counted under express entry (only NOC level O, A and B are accepted).

Because of your foreign work experience in a skilled occupation, you may qualify under the FSW program, but then you still need to have a high enough score to earn an ITA.

Moreover for PNP, do i have to be living in Canada to complete the process. I am asking this since, my work permit expires on december.

Yes, my wife is primary applicant as we apply together. Our score is 405.
Well, if your wife is the primary applicant, your eligibility is not dependent upon your completing one year of work experience in a skilled occupation. However, you will receive more CRS points if you do.

As for eligibility for PNP - that would also be based on your wife's qualifications, not yours. If she indicates interest in settling in Ontario (in the EE profile), it is possible that she could get an invitiation to apply to the Ontario Express Entry program (needs a CRS score over 400, which it looks like you have). However, there is no guarantee that she will receive a Notification of Interest (NOI).

No, my wife is in India now, only i hold the pgwp and it expires on dec 2019. I cannot add my Canadian experience as my job category comes under NOC C. My wife has a master's degree and 3 years of work experience in India which falls under NOC A. If not Ontario, how about the other provinces.

Why not Ontario? I didn't say it was impossible. You live here, so it is likely your best chance. I only mentioned OINP's express entry program, but there are several others, including for recent Ontario graduates.
