Guys could you please help me on my situation. Last year I applied for sowp as my wife is in Canada (student), but unfortunately I got rejected twice. This year I am applying for student visa and I would like to know whether I should mention the refusal in my SOP and does having family ties in Canada increase rejection chances. Any information on this will be appreciated.

You should not withhold any information such as your previous rejections as well as your wife being a student in Canada. It will count as misrepresentation and might lead to further rejections.

You don't have a choice of mentioning it or not. If you hold back information, it counts as misrepresentation. Then you will be rejected for sure.
