Help! Need advice on deciding how to get police certificate

CIC recently requested the police certificate from my wife for her sponsorship. This would be great except they have only given us 30 days to get the certificate. I recently came back to Canada with my wife coming as a visitor since she is from Japan which is visa-exempt.

We called the Japanese consulate to get the certificate and they said it would take 2 months to receive it because they first need to get my wife's fingerprints from a police station here and then send it back to Japan.

I emailed the Manilla VO asking for an extension in our situation but they only sent back an automated reply:

If you have sent us this email to report important changes regarding your application, we will add this information to your file. This email serves as your confirmation of receipt for these documents. Please be assured that this information will be brought to the attention of the appropriate authority.

We note that this file is currently within processing standards. We do not respond to status enquiries if the application is within normal processing times.
I previously sent an address update which they ignored so I'm worried that if we submit the documents after the 30 days, they could refuse our application like it says in the police certificate request letter:

The requested information/documents must be submitted within thirty (30) days from the date of this letter. We will notify you of next steps once we receive and assess your documentation.

Failure to provide the requested documentation within the time indicated may lead to the refusal of your application.
We are thinking that it may be better if my wife goes back to Japan. If she is in Japan, it takes about 2 weeks to get the certificate. This will cost us money for the flight but it would be worth it to not have to go through this process again.

Does anyone have any advice on what is the best way to proceed? This is kind of urgent as we need to decide quickly if we should risk her staying here and going through the consulate to get the certificate or spend the money to send her home to get it so we can submit it within the deadline.

One complication is that I am not 100% sure that a police station here in Canada will do the fingerprints for her as she doesn't have any Canadian-issued ID.

Getting her prints in Canada isn't a problem. Have you checked into if there are any online companies that can facilitate the Japanese police certificate?

They don't allow you to mail your own fingerprints?

I'd suggest checking into it more via Google if no one here has more info on the Japanese process.

IRCC is pretty lenient about extending deadlines when things are out of an applicant's control. I would suggest you just do the process from here. Wait a few weeks and send another CSE with proof that you've applied for the PCC. If you still haven't received a proper response from the VO before the 30 days is up, send another CSE and pay a visit to your MP's office to ask them to inquire as well.

Ok thank you. We are going to the Japanese Consulate today so I will get proof that we have requested it and send it to the VO.
