Dear Senors,
I am currently working as a cook in Penticton,B.C.I came here in Canada 2014 October so i was waiting to apply BC PNP and today BC PNP announced to accept new application in different stream. So my stream is skilled workers and my NOC is B.But from today BC PNP has new rules which first we need to do registration and once we completed registration,we must submit the application and they will automatically send the scores through email. And once we get minimum score than they will send invitation to apply BC PNP.But for skilled workers minimum scores is 135 but i only got 76 so they wont send me invitation and there is no more chance to apply BC PNP.

So my question is can i skip BC PNP and apply directly to canadian express class -federal skilled worker because i have job offer,LMIA and ielts score but the score is only overall 5.5.
I would be really appreciated if someone could give answer my question.

You can try applying under the Express Rntry Program. You already had 1 yr experience as a cook so might as well .

If you're working on NOC 0/A/B with more than 1 year of experience you can apply to Express Entry under CEC, language requirement is CLB 5 so you should be good (see following details)

Please check if your IETLS numbers meet CLB5:
Reading 4, others 5

http://www.cic.gc.ca/english/resources/tools/language/charts.asp

If not enough, take another IETLS or a CELPIP test again.

Older CEC applicants need CLB 5, but I couldn't find if it's a minimum for EE CEC. I dare to say you'll be OK because my IELTS was a bit better (CLB 6) but not too much.

Best way to know if it's enough is to create your EE profile and see how eligibility is, I would say EE CEC works for you.

Working currently in a position with LMIA means you'll get Invitation to apply almost immediately, I recommend to prepare documents quickly (PCC, employer job offer, Job letter...).

LMIA value is 600 points, latest draws are around 450.

In case you get ITA before be ready to apply (2 months), I suggest to refuse Invitation keeping your profile active, you'll get ITA in the next draw probably.

Yeah, I think is valid for a year.
So when you finished your profile somewhere you have information that you're elegible under CEC or FSW.

What score do you have?

You'll need to retake IELTS and score a minimum of 6 in each of the four cateogries.

I found this:
http://www.cic.gc.ca/english/immigrate/skilled/language.asp
Language requirements — Skilled immigrants (Express Entry)
You must prove your ability in English or French in these four areas:

listening,
speaking,
reading, and
writing.
You must meet the minimum language levels, which are different depending on the program.
.../....
Canadian Experience Class
The skills you need will depend on the group the job is classified in under the National Occupational Classification system (NOC). You must meet the minimum level for all four language abilities.

If your skilled work experience in Canada is in a

NOC 0 or A job, the minimum level is CLB 7 (English) or NCLC 7 (French).
NOC B job, the minimum level is CLB 5 (English) or NCLC 5 (French).
So a minimum CLB 5 for IELTS means:

CLB Level Reading Writing Listening Speaking
5 4.0 5.0 5.0 5.0
