I am new in all these stuffs. i just fill & submitted my profile entry but a message was sent saying - PROFILE INELIGIBLE. a friend told me to use paper application instead of online application.

Please do I need to do an ECA assessment and apply to job bank before submitting my profile entry? If yes, do I continue with the same profile or create another one to continue?
Is paper application still in use?
