Yes, it can be in the name of any 'accompanying' family member/s. Though u must be having your reasons to only make it in your spouse's name.

Actually, most banks here do not issue it (even now for "general receiver of canada") , and they will not help me issue it for myself as being a resident . so i have to issue it in other's name (which must be my wife's name ot be able to land and have the money there).

Yes you can use the draft as proof of fund. You are both financially tied.
 
Yes, you can show it on your wife's name. Just be ready with the reason why you are doing it on your wife's name instead your own. Mostly they won't ask but better be safe.. According to requirement, you should have that much amt of money - it doesn't matter whether you have it or you wife have it, only thing you should be able to justify yourself.

Rather than bank draft, you can carry some other means of funds also.
