Help ! Is there any chance of getting visa after 2 refusal and 2 year study gap

Hello
Previously i applied for Canada study Visa for january 2015 batch but got 2 refusals should i go for 3rd apply or do my graduation in india

My details given below

10th. -76% cbse
+2. - 63% cbse MEDICAL. Done in 2014

Ielts 6.0 <not less than 5.5>

Previously applied for biotechnology advanced diploma at SeneCa college . (2nd time refused in same course )

Reason for refusal was - others YOUR PROPOSED STUDIES ARE NOT RESONABLE IN LIGHT OF ONE OR MORE OF : YOUR QUALIFICATION , PREVIOUS STUDIES, WMPLOYMENT LEVEL OF ESTABLISHMENT , LANGUAGE ABILITY OR YOUR FUTURE PROSPECTS OR PLANS
*both time reason was same

Should i apply again in january by changing my course and
College or do my degree in india and apply after .

Please help

What level of education do you have right now?? Visa officer refuse if you already got master or bachelor degree and applying for diploma course
