HELP IN SINP

Hope you are doing well, I face some unclear information
1- when SINP open ,is it yearly in JAN ?

my profile is
1 year experience in engineering , applying to apegs
have ECA , IELTS ovar all 6.0
with min 5.5
have not any friends or relative in SASK
2- I tried to guess my points but it still below 55 , is there any chance without relative in SASK to get over 60??

You have to go for SINP OID. It needs only IELTS overall 4.
