Help, I got rejected with ECA problem

the Appendix B page I've got is below: (only one line checked)

[X] You did not provide us with a copy of the completed foreign education credential to accompany the Educational Credential Assessment(ECA Report).

the ECA report I sent with my application is a WES report (Document by Document). I called and checked with WES that the BASIC D by D is enough for FSWP. and they assured that my previous report for bachelor and master are both OK. so any thoughts? what should I do to provide a 'Completed' ECA? do I need to upgrade it to Course by Course resport?

WES FSWP Assessment Document by document is fine and works perfectly.
Did you sent photocopies of your educational documents (Degree, marks sheer, etc) with your application? because its also a requirement.

thank you for replying. I rechecked and found I sent the ECA Report( by WES) original file instead of a copy.......
maybe this is the problem?

R you not supposed to send copies of your educational qualifications to acompany the ECA report. Remember WES is independent of the CIC. Read the requirements again i could be wrong. I haven't got to that stage yet.

Actually you are supposed to send the original ECA Report, so you did that right. The above line suggests that you did not send copies of your degrees (Bachelors and/or Masters) and marksheets with the application to CIC. Am I right?

Yes you are supposed to send copies of educational credentials. Somebody did not pay attention to IMM 5612.

Agreed. It looks like you didn't send a complete application. You sent the ECA report but did not send copies of your degree information. If you failed to send copies of your degree information, then the application was correctly refused.

I may have some misunderstanding, however I did send the proof of foreign education credential, because of my credential has only Chinese on it, I made the Notarization in China and sent it with my application, I sent the Original file of the notarization. which is the same version I used to apply WES report.
Not sure what's the problem ?

Yes you are supposed to send copies of educational credentials. Somebody did not pay attention to IMM 5612.

The only thing is that the notarization I sent is not the kind of notarization with photocopy of my degree certificate which is issued by China Qualification Verification(CQA). the verification they provide is without the photocopy of my degree certificate.
Would this be the problem?
Should I send the normal notarization with translation and photocopy of my degree certificates?

You were supposed to get it translated as described on CIC website and send the copy of the Chinese credential, its translation in original along with affidavit from the translator with it.

With NO normal notarization with translation and photocopies of my decree certificates!
Cause all this papers has been sent to WES to get the report.

What is the problem and what to do now? As I understand I have to add the photocopies decree translation all notarized - Right? AND ....

Do we have a chance to apply FSW 2014 till the end of December

how to start from the same point where we stopped? I mean is there a way to send the pkg back to keep it in progress or in any way it's all from the beginning ?

YOu will have to start from the beginning and send everything again. For any document that is not in English or French, you will need to send the following:

1. An original of the certified translation accompanied by an affidavit of the translator. This will be the document in English after translation.
2. A copy of the untranslated original document. This will be in your native language.
