In that case, your husband can approach an Indian mission/consulate and they should be able to help him out. I cannot figure out the current residence of your husband - approaches will change based on it.

As for fingerprinting, do you require a RCMP certified criminal record check? If yes, again it depends on the residence of your husband.

My husband is in Toronto and we did the RCMP check today. We are given 30 days to submit the information, do you think we can get extensions? Cuz the French will take up to a month and India the same.

They emailed us a letter that they supposedly was send on November 7th, 2016 and we never got that letter. Now we have until February 9th to submit all the information.
