'Prospective' could indicate a visa application that was withdrawn (perhaps in the past?)
Could = You not very sure Bryanna ?
Application status 1: In progress, and related office is New-Delhi.
Application status 2: Prospective, and related office is GCMS-office.
Perhaps: Prospective is for.. Order-GCMS-Notes.

Yes, I'm pretty sure that 'Prospective' refers to an application that has been withdrawn, either with the current application or to another application that was submitted in the past.
I would study the notes/observations made by the visa officer i.e. on the last page of the GCMS notes as that is more critical
The first page of my application GCMS notes shows that my application is OPEN and is also in PROGRESS. As well as my online accounts also says.. Application in process.
Few days before I also received a reply from New-Delhi Visa office that.. Your application has been sent to an officer for review.
Am confused now.

well we are waiting too since 8th sep but didn't apply for GCMS notes anything special in these notes?
Well, I didn't find anything special.
Somebody recommended me to order GCMS notes in order to bring the attention of visa officer on a stuck application. But, I don't think it brought any sot of acceleration.
Still waiting, and hoping result before "Christmas"
i don't know why you applied for GCMS notes however GCMS notes are reliable if in any case you got refused either it is useless to apply for it as it has nothing to do with processing
I personally believe that Jasdir needs to relax again. Embassy and GC are taking too much time in handling the backlog of background checks.
140 days past after 2nd Application.
Application on January 30th, 2020 was rejected due to missing documents.
GCMs states " in progress" and " prospective". Processing time at the time of second application was 20 weeks. Twenty weeks over now. CIC don't care about open work permit application. Very much frustrated.
