You need to consider a supervisa. Your parents are unlikely to qualify for a TRV.

If your parents have savings they may still qualify for a TRV. Do they also have travel history to countries that require a visa like US, UK, Australia?

You should google supervisa. Your mother can only bring a 90 day supply of Rx medication to Canada. You will need to consider this when you plan.

The suggested minimum is $1k/person per week of stay in Canada + cost of round trip airfare. If you were thinking of transferring money to their savings, that won't really address the issue.

General rule is $1000 per week per person but we have seen other been approved with less. You can only apply and see. Also dependent on the value of any property in their names.

They'd nee to show 4000 plus airfare but it doesn't make sense for someone to spend all their savings on a visit so 10K or more is usually needed.
