However some Rajasthan universities are know to give sham certificates e.g. Janardan Rai Vidyapeeth. Now I am not sure how genuinely you wrote your exams considering you did you graduation very late (no offense) hence it may raise a red flag in the eyes of visa officials. Honestly your best bet would consult a decent CIC authorised consultant, say chopras, canam, etc and let them do your paper work. Your IELTS score need to be top notch to offset any age/education disadvantage or atleast try to get 6.5. Canadian education visa is not very expensive to apply around 10-12k max including vfs. Hence you can defo take that chance.
My other concerns are you are married with kids. How are you going to support your family while in Canada? I undst PR is your main goal but Visa officials may suspect based on your background .
The 2 important truth is
1) if your are not a genuine student, you will abuse the system and will either get rejected during visa applicaton or would be deported if you dont attend your classes.
2) If your age is more than 28-30+ and with family to look after, its honestly not worth going to Canada.
