Just to make this crystal-clear:

In the upload section:

Must include: Credentials and diplomas for all degrees you have obtained and specified in the education section, including a certified translation if they are not in English or French.

Not required: ECA report, because CIC only require the report number which you need to include in the questionnaire. Many people choose to upload the ECA report in addition, but this is not needed. I didn't, and I now have my COPR.

If you only upload the ECA report, your application will be rejected.

HI, I did not. I had three-year diploma and two Ontario Post-Graduate Certificates which qualifies me to gain 128 points in terms of education
Therefore, I need a ECA

I'm adding the rest part of refusal letter, Please kindly let me know I got refused simply because I did not provide them with my proof of completion of my foreign education

In your Express Entry profile, you were awarded points for your level of education, which included a degree from a foreign educational institution. You were required to submit a proof of the completed foreign educational credential AND the Educational Credential Assessment (ECA) report. The ECA was submitted with your application; however, you failed to provide the proof of your completed foreign credential.
This resulted in a loss of points that brought your rank below the lowest ranking person who was invited to apply in your draw, under the Express Entry Comprehensive Ranking System.
In accordance with paragraph 11.2, I am refusing your application because it appears that you do not possess the qualification on the basis of which you were ranked under an instruction given under paragraph 10.3(1)(h).
Following an examination of your application, I am not satisfied that you meet the requirements of the Act and the regulations for the reasons explained above. I am therefore refusing your application.
You will receive a refund of the Right of Permanent Residence Fee that you have paid

Sorry about your refusal.

Not providing a copy of your foreign credential certificate/diploma - that's exactly why your application was refused. It must be gutting and painful now but you'll get over it soon enough. Create another profile right away and get back into the pool. And spend some time with friends (and alcohol!) over the weekend doing some IRCC bitching to get it out of your system! :)

Also Can you please share if you got a ghost email before the refusal letter ?
No, Actually There's no emails or whatsoever
Got an email on March 9th saying your CIC account has been updated

When I logged in, there's a refusal letter down there :mad:

I've created another EE Profile now.
Quick Question,
In my case like that, did they also assess my working history in Canada, on the refusal letter they didn't mention anything regarding my job/wage ect. Does that me my experience has been counted as SKilled-Working Experience in the eyes of IRCC that I can just submit the second EE as is ? (the experience that I used for the application was full time/37.5h contract, type B)

Let me know what your thought on this
