Help! CIO tried to take the Fee of my VISA card and it didnt work!

Hi,

We handed in our application for PR a few weeks ago. We send it to Nova Scotia, CIO office. 2 days ago i got a letter from my bank that someone tried to take money from my visa card and it was rejected. I called VISA and they said "yes immigration Nova Scotia tried to take 800€ off your card, but we stoped them as we didnt know who that was"! :eek: :eek: :eek:

What will happen now? We are really worried! Will they return the application as incomplete or will they try again as now its working. My lawyer has send an email to CIO but said he doesnt know if they are going to answer. He also said that CIO is fairly new and he doesnt know what their procedures are in this case. Does anyone know? Or has this happened to anyone?

Visa said that when it didnt work they should have confirmed my indentity which they can do with a 4 letter code they get from their bank and then they would have gotten their money. For some reason they did not do that!

??? I am afraid there is not much to do and they will return your application. You can try calling CIO. I do not have the phone number but I am sure you can find it on the forum or online. In theory you can only call if you are in Canada but I know forum members that have called, living outside of Canada, with no problem

DO NOT PANIC...... This is not the first time that is happening...someone else on another thread had a similar problem and they got it solved in a few days. I think I will just try to link the thread here, so that you can read it and follow the advice.

The May 2011 applicants thread contains a post about someone whose transaction on Credit card got declined, and what they did about it. I gather that CIO usually tries again after about 3 days, so, you should contact your bank and give them the heads up.
The important thing is YOU HAVE TO ACT FAST.

I just talked with a very nice man for quite a long time who is working at my Credit Card company VISA. I asked him to look into the records of what has excactly happened.

CIO tried to take the money from VISA. They must have made a spelling mistake or something, like forgetting the county code as Visa got suspicious!
At once, so straight away Visa asked them to authorise the payment! They ignored that!
They neither tried to get it authorised NOR informed me of what has happened which would have been their duty!
They would have just needed to contact me and one word of me would have easily solved this.

Instead:

Ignoring everything and not informing anyone, they tried the same thing again the very next day. With other words: They inquired unauthorised to get the money again. And so caused my credit card being stoped from working altogether!!!

On the
20.06: They tried again, but my card was already blocked!

When they have been asked to authorise the payment on the 14.06.11 the only thing they needed to do was to contact their own payment service. So the service who deals with Credit Card Payments on behalf of CIO. Their Service would have contacted Visa. Visa then would have given them a authorisation-code saying "yes its alright to take the money".
Then they only would have needed to put that Code in or inform me and they would have gotten their money, but they did do nothing!

Visa said that CIO had:

a) totally ignored Visa asking them for authorisation, plus
b) Making 2 unsuccessful attempts without neither contacting me nor their own payment service, so by this behaviour making sure that my card gets stopped from working.
c) and even tried a third time when my card was already not working anymore!!!

I dont know what to do now. There is no way to contact CIO and make sure they try to take the money off again! My lawyer said its in their rules to try a couple of times. BUt without as knowing they already did. His office send them an email on tuesday but no reply. The Central Intake Office does not accept enquiries by phone or by post. Im very worried that they reject the application now but my lawyer will very likely go to Federal Court if they reject the Application and the NOC has changed!

Hi Rod,

My lawyers assistant already tried this number earlier today as i found it here somewhere. It forwarded him to the general Citizenship and Immigration Canada call center. The call center couldnt access the files in the CIO.
The operator, not knowing anything abt my case, just stated that the only recourse at this time is to wait, and if we sent an email (which we did) they should get back to us next week. He also stated that they should try to process it again, perhaps next week. But Im sure that my lawyers assistant told him that CIO had only tried 1 time to charge my card. None of us had any idea that they had already tried 3 times!
The Central Intake Office does not accept enquiries by phone or by post.

Unfortunately CIO has tried 2 or 3 times unsuccessfully and woud thus return the application pack. You could told the credit card in advance about the pending transaction. Just wait and see what happens. Good luck! Mandie

Sorry to hear about the decline. The same happened to me last month but I authorised my bank to accept the transaction next time it comes in. Fortunately for me CIO tried it the 3rd day, after the 1st failed attempt and was successful. I feel since CIO tried it 3 times they might not try it again. Just pray they give it a last try. Remember to tell your bank to accept the transaction. Good luck.
