Help....American working for american company remotely

My son in law is wanting to move to canada with his wife, my daughter (canadian citizen). He currently have a good job down in the states. He works remotely, and his employer has stated he can move to canada, as long as he has a valid work permit.
Once living in Canada, his employer will use a 3rd party company (PEO) to deal with his pay, etc. How does he go about getting a valid work permit, if he doesn't have a company that will be sponsoring him. His employer cannot transfer his information to the PEO until he has valid work visa. Going the inland option with his wife sponsoring him won't work, as he will be working for the employer in the states. Other than going outland, is there any other options for work permits that cover internet based IT work? I have found nothing.

They can do outland sponsorship while living in the US and move to Canada once approved. If his employer has no clients or offices in Canada he can work remotely from Canada until he gets PR or OWP as long as his company is ok with the arrangement.

from what I understand its illegal for us companies to pay americans in canada as they dont have a valid us address.. or something like that

Is he American? If so he should be able to be paid into his US account until he gets PR or WP.
He is american. the hold up at this point is his employer. They believe that he Must have a valid work permit to be here, otherwise they will be doing something illegal with the taxes. So we are trying to find a work permit that would allow him to work here, and not have to wait the year to move with the outland process.

Would pay for a consultation with an immigration lawyer to prove to the company that he can work remotely as a visitor.
