My sowp applied on 1st August and and biometric on 5th August and medical is passed on 14th it's 24 th September today and my child minor study visa at same time I am government employee at Pakistan and in Pakistan right now

Not sure why it matters. What matters is spouse’s type of permit in Canada, when it expires and funds show to support family.
I am working in canada on a work permit my husband is in Pakistan and my children are in Pakistan I applied sowp with my children minor study visa I just wanted to know I saw processing time it was 8weeks and now it say 16weeks
So expect 16 weeks. When does your permit expire? Did you show funds to support family members?
Would actually plan for more than 16 weeks. Don’t buy any ticket until they have been approved.

My husband applied for study permit last year and it was approved
I applied for sowp earlier this year and it was approved as well
I added my 2 years old daughter to my application but didn’t add the other daughter I had with someone else because she wasn’t going to accompany us and her dad didn’t release her to me
My question is:
If I want to apply for PR now can I include her. She is now with my mother

Your question has nothing to do with this thread on SOWP. Ask under Express Entry, CEC or PNP depending on how you have been invited to apply for PR.
