It's unusual for IRCC to ask for the statement of account again. It's hard to say what this means. It sounds like they are wanting to verify your funds.
Oh okay , but this way the mail they sent to me
“Good day,
This refers to your online application for a study visa to Canada dated Sep 5th2021.
In order to continue with the examination of your application, please submit a clearer PDF copy of the First bank statement you uploaded in your file.
Kindly respond to this email by November 12th 2021.”
from ur own perspective do you think it’s a positive sign or have you come across with any applicants before ?

IRCC wants a higher quality scan or photo of your bank statement. Presumably, the image quality of the scan you submitted was too low.
This request does not indicate a positive or negative decision on your application.
