In a previous posting, did your mom not claim refugee status here? You had stated she had come on a visitor visa then per you elected to claim asylum or in your words " brake the rules"(sic)

"I have another question please ,
My mother is currently in canada as a protected refugee is that going to affect my application in any way or not ?
Please help"

So your friends mother isn't a citizen but the father is? If your friends mother is Canadian but never obtained travel documents she cannot get a tourist visa. She needs to obtain travel documents from Canada through the embassy. If she is a citizen, she will always be rejected on visa applications.

In any case a tourist visa to help take care of a pregnant woman and or a newborn is overwhelmingly rejected, because it's illegal work in Canada.

She wants her mother just to be there when she give birth not to take care or anything just her presence . And her mother doesnt have any document at all from canada cuz she lived outside of canada never been to canada with her canadian husband who was citizen himself but never interested to go in canada with her wife .
So my question can she get a visa meanwhile her daughter is sponsoring husband to canada ?

Maybe. Like any other application, she will need to prove ties to her home country and a valid reason to travel. The visa officer will suspect that the mother is travelling to care for the new baby and will likely deny the visa, especially if "new baby" is the reason for travel.

But she has another daughter to in canada so the reason wont be just for the baby but also to visit another daughter there.

Sure. All the family connections in Canada will make the visa officer worry the mother will overstay with her daughters. Just a warning..

Her mother probably never got PR or citizenship if they never went to Canada. Seems very strange that the profiles have a lot in common. Did the mother receive protected status from a Kosovo? Not really an area of serious conflict at the moment.
