Yes, you can apply as long as you have a bank balance of at least $25,000 in Canadian dollars.

On top of the 25k you’ll need to show that your family will be able to provide 25k/yr for subsequent years. Unless your family is very wealthy it doesn’t make sense to come to Canada for high school.
