Hello, everyone.. I need help please!!! REFUSAL letter for PGWP

Hello, I need help. I was an international student, Studied at a college here in Toronto, took Hotel Management. and I have completed my program successfully in December Last year. However I got an refusal letter today, and I am still shocked and very stressed. I don't know the reason so I called CIC call center, and I talked to one of their agents and he said that becuase I failed some of courses in Semester 2 or something like that and I said Ok, and I almost accepted the fact and was going to move on however at second thought I cant give up on this work permit. I mean I have the right to get this work permit. when I applied for it, the requirements did not say anything about grades or failing record. this is not fair and I am very sad becuase my goals and dreams I wanted, they are now fading so here I am writing here to get any advise from anyone who's experienced the same situation or experts.. btw my study permit has expired already yesterday. I am thinking I have no hope..but again I wanna try something at least before I completely give up. please share any advice with me thank you!!!!

Ideally they cannot refuse you PGWP......it's your right.
Please consult a good lawyer or consultant. You have 30 days to maintain your status.

Any chance you only took a part-time course load for your last semester or last two semesters?

Yeah, well I can explain why.. I started my program in september 2011 you know how, there is pre-set curriculum which courses to take first semester and second semester.. And i failed some courses during my program and in 2012 the hotel management program changed their curriculum but my coordinator said im still following the old curriculum and thats why there semesters where i took 3 courses or 2 courses to complete my program...

And the courses of old curriculum werent available throughout the year....!!! And i still paid as full time student

The reason why you were refused is that you weren't a full-time student for the last portion of your studies. You need to be a full time student to qualify for the PGWP. So there's really nothing you can do. You don't qualify for a PGWP because you were not a full-time student.

At this point if you want to stay and work in Canada you will have to find an employer who is willing to offer you a job and also obtain an approved LMIA - you can then apply for a closed work permit tied to that specific employer. While you look for an employer, you should file an application to restore your status and change your status to visitor.

Here's the explanation from the CIC web site:

Who is eligible to participate?
To obtain a work permit under the PGWP, the applicant must meet the following requirements:
•have a valid study permit when applying for the work permit;
•have continuously studied full time in Canada (i.e., studies must have taken place at a Canadian educational institution) and have completed a program of study that is at least eight months in duration;
•have completed and passed the program of study and received a written notification from the educational institution indicating that they are eligible to obtain a degree, diploma or certificate.

But I have reasons why I had to take 3 courses in some semesters.
Becuase My program curriculum changed and becuase first semester i failed some courses i had to take what i could take becuase not all the courses were available and I was still following the old curriculum according to my program coordinator...
If i can explain this to CIC somehow will they reconsider my case? or no luck? thanks
