HLHS (Hypoplastic Left Heart Syndrome), which I believe your lovely daughter has, is a "rare" congenital heart defect. Which requires a series of operations by a pediatric cardiothoracic surgeon ('Norwood procedure' in infancy, 'Glenn procedure' at 3 to 6 months of age, and the 'Fontan procedure' at 3 to 5 years of age). However, the prognosis is good.
Prognosis
While infants successfully treated for HLHS have a good chance of survival. HLHS patients run a high risk of endocarditis, and must be monitored by a cardiologist for the rest of their lives to check on their heart function. Children who have gone through this procedure have played 'football' and have had children of their own. Thus, I am sure with all our prayers, God's benevolence & your perseverance, she will have a good future.
On the Canadian Immigration
Unfortunately, the Canadian PR process aims to check on any medical condition that would lead to a drain on the Canadian Healthcare as well as its Social Services. So, they might put a 'spoke' into your PR process. However, I would suggest meet a DMP in your area, discuss the case with him/her & put-up all the facts, diagnosis, prognosis etc. And take their expert opinion.
Probably, they may call for a stringent scrutiny, varied medico-legal analysis & arguments; and let u pass the immigr process with a 'Medical Surveillance'. I am not sure though, as I haven't come across any similar case/s earlier, but I am positive that if u do not relent -things might fall into the right place.
