Hi I plan to sponsor my girlfriend for permanent residency via common law partner. She is an American citizen and I am Canadian. We are both retired. We plan to move to Toronto and submit the application OR submit the application in the US then move to Toronto. My understanding is once we move to Toronto, I am not covered by the Ontario health insurance for the first 3 months of my return, then I'm covered as a Canadian citizen (please correct me if I am incorrect). I'm pretty sure my girlfriend is not entitled to any provincial health insurance while her application is pending. Does anybody know what are options would be for private insurance in the interm (companies, cost). Again we will both be retired so no company sponsored insurance. We are both in excellent health but do worry about this period of time where neither of us will be covered under OHIP. Has anyone been in a similar position and know our options?

Note that private medical insurance for the 3 months not covered by OHIP is not mandatory, but you will be playing 'Russian roulette' in a way. We paid for gap private insurance and are roughly your age, cost about $600 CAD each. As a Canadian citizen, you can certainly get OHIP after 3 months as long as you can prove you are living in Ontario.

I would recommend that you apply outland then move once approved. You would both still have the 3 month gap, but at least your PA would be able to apply as PR for OHIP, if she was staying as a visitor waiting for inland, I do not believe she can apply for OHIP. Outland Canadian / US timescales are around 6 / 7 months start to finish.

Your situation is straightforward. 3 month gap for you before OHIP kicks in and it is recommended that you cover yourself with a private health insurance for those 3 months. If luck is on your side, you may be getting the OHIP earlier and you can cancel your private health insurance.

For your girlfriend, please check the coverage what she has in her home land. Since she's American, she might have an insurance coverage from USA which might cover her stay in Canada because USA and Canada have close ties. If there's no coverage for your girlfriend, then you may have to go for private health medical insurance and it will be only for during emergency purposes only.

There will always be a 3 month wait for returning Canadian citizens.

Your gf will never qualify for OHIP. If you become common law or get married she can apply for OHIP once she gets to AIP in the sponsorship process then she will have to wait 3 months. Lots of information on the forum about this.
