Hello! I'm wondering if anyone can provide any insight as to whether or not you are able to purchase health care insurance while applying to be a permanent resident in Ontario? (I do mean NOT getting it for free, but how much and if it is possible to purchase some kind of coverage that you pay for monthly etc)

Yes you can get private emergency medical insurance. Check some plans and rates here: https://www.kanetix.ca/travel-visitors-to-canada

You can purchase a private Medical Emergency Insurance for Visitors to Canada, while you are waiting for your OHIP.

You may want to compare the rates from different Canadian insurance companies by using an Visitors to Canada Insurance Quote Calculator

Hope it helps :D
