Do I have to go back to Canada with him to renew his PR and how long does it take for him to get his new PR card also when he does get his new PR card can he travel back to Lebanon
There is no requirement that you travel with him to Canada to renew the PR card. The exact time for current renewals is on the CIC website, but it seems to be running ~ 3 months for renewals. If you have family in Canada, you can have the PR card sent there and forwarded. If they ask for personal pick-up, then he would have to fly to Canada to retrieve his PR card.

My advice would be to apply for a new card 6 months prior to expiration of the current card. If the new card is mailed to family/friends there they can forward it. If the new card requires personal pick-up there's still enough time to travel on the old card (which is valid until he actually receives the new card) to retrieve the new card.

Entering canada via road from USA (peace bridge) not meeting PR requirements

Hi Leon n Everyone,

Well I want to share my experience, I was luck to enter canada via road with my family
With no questions asked on my PR requirement. However, now that am happy to have entered
Canada I have some questions

1. I am aware that I should now live here for 2yrs and then apply to renew my PR.
However, I don't see any entry stamp put by the officer on my passport all she did was
Took our PR cards scanned and gave it back and said yr good to go. Now I would like
To know from which date can I calculate my 2 yrs before I send my request to renew my PR.

2. What if I decide to travel out and comeback before by Pr card expires which is in August 2014.
Would I be allowed to enter again?

Am anxiously looking forward to receiving yr replies to the above questions....pls advise.

Thank you
CoolJ

The rule is "730 days in the five years prior to the application date". The special part of this rule is that if you haven't been a PR for at least five years, you need to be able to meet the 730 day rule by the time you get to the five year mark.

Even if they didn't stamp your passport, CBSA now has a record of your entry. You can request your CBSA records (via an ATIP request) if you need to be able to prove your residency.

As a matter of law, a permanent resident must be permitted to enter Canada. However if you are found to not have met the PR residency obligation, you can be reported and given a removal order. If you receive a removal order, you will still be permitted to enter Canada, but if you don't appeal the removal order within 30 days you must leave Canada and your status changes to that of a foreign national - in other words, you cease to be a permanent resident.

Losing permanent residency requires action on the part of the government. That's why once inside Canada the advice is to wait until you meet the residency obligation. But each time you present yourself to CBSA or each time you apply for a renewed PR card, or when you apply to sponsor, or when you apply for citizenship you are subject to heightened scrutiny. Nobody on this forum can tell you if someone will notice your lapse and initiate proceedings to have your PR revoked.

You got lucky last time through. Perhaps you live a charmed life where no matter how many times you flirt with disaster you walk away without any issues. In that case, you'll be fine. Personally I wouldn't do it - I'd figure I won the lottery this time and I'd be crazy to bet on winning it again next time.
