I am having some troubles understanding the steps of the PNP application; do I have to have a job offer or a work permit to apply for a PNP? It seems the case of AINP and OINP.

I have created an Express Entry application - and I am a candidate since July 1st. My score is 441.

Both, you can apply with and without job offer as well.

You don't necessarily need job offers. But with 441 you should directly get ITA.
