Paying 30k to someone is dogey... It's exactly what CIC is warning people against. If your friend isn't eligible to apply on his own, these people are going to lie... If he submits the paperwork and misrepresents himself in the hope of getting a visa - he has very little change of being able to stay in Canada. Using a reputable lawyer my work visa was sorted out for like 1k and my CEC PR application was only a fraction of what this "agency" is asking him to pay... They will either steal his money or lie - either way, it wont help him.
1) Get him to speak with a good Canadian immigration lawyer
2) If he has any hope of a visa, they will help.
3) If he doesn't have hope of a visa but has grounds for asylum / refugee status, they will also be able to help.
4) Chances are this would cost far less than what he is proposing to pay, and would likely be far more successful.
