Have you received a nomination certificate from a province or territory

I received a nomination letter from Ontario (PNP) a couple months ago. The first line said:
"The Government of Ontario is interested in considering you for nomination under its Provincial Nominee Program (PNP) through Express Entry"

I did not accept the nomination or pursue it any further. I am now applying under the federal express entry program and the application is asking whether i have received a NOMINATION CERTIFICATE from a province or territory. I wanted to check with folks here, does the nomination letter of interest count as a nomination certificate? Thanks.

No. It's merely an invite to apply for nomination. Since you didn't proceed with that application, you don't have nomination
