Have you applied for Express Entry before answer help ???

Hi experts,

I created an Express Entry profile May 2015. On June I recreated it to apply for Ontario nomination. I withdraw the old one. So for the question "have you applied for Express Entry before?" Should I say yes?

Answer No. Creating a profile is not the same as applying to CIC.

Thanks a lot. I hope CIC wouldn't think me as being dishonest. The wording is really confusing

They wouldn't. In real terms, you apply to CIC only when you send in a post ITA application. Creating an online profile isn't the same as applying.

I'm still confused about this. It's asking whether you have applied for EE before. Technically, previously submitted EE profile could be counted as applying for EE.
Any thoughts or experience on this?
