Have not recieved letter to submit passport along with letter of introduction

My application has been approved and i recieved 2 correspondence letters one was the letter of introduction the other was about biometrics valid date.I went to VFS center but they told us that we need a letter that states we have to submit our passport but i have recieved no such letter and wanted to know if this was a error or will I eventually get it?

No I did not have TRV issued previously this is my first time.

Since you already have a tourist visa aka TRV you do not need a new one this will suffice to travel to Canada where at the POE you will be issued a study permit.

I visited a VFS to confirm this but the manager is denying this and saying that student visa is different from tourist visa and it won't work.

Yes, both are not the same. But your tourist visa will make you to enter Canada and at the airport (POE) you will be issued Study permit which is your student visa when you present your letter of introduction

Thank you. It seems that the employees of VFS don't know what to do in this situation and they have simply been confusing me the entire time by saying that you need a passport submission request when i already have a tourist visa.the manager told me I won't be able to go there with visitor visa as a student and I needed to wait for a letter of passport submission then we would get student visa from them.
