Have a job offer in Canada , how to apply for PR in Canada?

I am working in the United States currently. The same company has got a Canada's work permit for me. Currently I am working from USA for the same company and planning to move Canada in few months. IS there any way I can apply for Canada's PR now before moving to Canada? If yes then please let me know the step by step process to apply for PR?

I tried express entry site. I guess I have to first check the eligibility for that. In eligibility option, it asks me enter the information about English or French language test. I am planning to take ielts test in few months. Last test was taken in 2014 which is not valid now.
Is there any way I can proceed with the eligibility option without providing language test information? Pls let me know.

No. You need ECAs and IELTs to set up a profile.

Someone told me that if I have a job offer from USA company who is planning me to transfer to Canada for work and have a work permit for Canada then I don't have to take language test for PR residency. You can’t apply for PR through EE without IELTS. What province? Assume the US company has offices in Canada and meets the requirements for inter-company transfer.

Not true. You still need to take a language test for PR.

Recommend you don't listen to this person for any further advice regarding coming to Canada. They either don't know or don't understand the rules.

If you are eligible to apply and have IELTS & ECAs then you complete a profile. You want CRS score of 470+. Quebec has its own immigration program. To apply to Express Entry, you can live in Quebec.
