Has XXX applied for Permanent Residence (PR) before?

Dear forum members, I am writing to discuss and get feedback on a peculiar issue:
I applied for EE and got accepted, later on, I rejected/declined the ITA due to the fact that the extra points I claimed were not applicable in my case.

I applied again and got accepted with a different username and account. Now in answering the question Has XXX applied for Permanent Residence (PR) before? What do I respond?

Do I say yes or no considering the fact that I declined my previous ITA?

Appreciate quick and honest feedback on this question.

If you did not respond to the ITA, you have not yet applied.

Furthermore, I also studied in Canada and came back to my home country in 2008.
Is there a way where I can figure out my previous UCI code from my visa.
I don't have my study permit anymore.

The visa counterfoil in your passport should list the UCI number but it isn't annotated as such.
It is the last number, in the line next to 'C.Rec' code (usually directly beneath the 'Person(s)' listing) and should be 10 digits.
