Has the Manitoba Provincial Nominee Program ended???

Guys, I'm currently preparing my papers to apply in Manitoba Provincial Nominee Program (MPNP) under the Family Support Stream and I've got a news that the MPNP will be ended soon. I've tried to research regarding that news but I failed to have an updated news from cic.gc.ca site. Does anyone here knows the real news about this and please can you kindly provide a link to prove this issue?

It was on the newspaper last week here in Toronto... it was proposed but not yet implemented, the affected category are those in Family stream - PNP (MPNP & SINP). Forward your application before it freeze

Hi! We will be submitting our papers to apply under the Family Stream ....the one who will be sponsoring us is my husbands second cousin. Would we still qualify for family stream even if they are just second cousins?
