Has processing stopped till june 26, 2012?

My recent communication with SVO suggests it has stopped/halted. Not so sure why? Waiting for the c-38 bill to pass? I should have had my passports back by now, just yesterday I learned that they havnt issued the visa yet.
 
I wouldn't bet on it, as we still get people post updates of visa issued or "in process" appearing on ecas.

But I wouldn't be surprised if they were moving slow due to some impending changes.

I also wouldn't be surprised if many delayed post 2008 applications may be rejected under new C-38 Bill , so be prepared.
 
10000 cap is full for 2011-2012, they are not processing new application until 01-07-2012
But the old applications are still under process

What Hope_life meant is they are not issuing MRs to the prejune applicants as the other Visa offices are doing (london.singapore,sydney) to some extent. There seems to be an clear view of NDVO about processing of prejune cases as is revealed by the ecas status and caips notes received by some forum members . One of the forum member (shergill) of NDVO has received caips with BFD in may-2013.Many forum member have their ecas updated with processing start date and letter sent to applicant.
The trend suggests that NDVO will be processing some prejune application this year and some will be processed in next year quota.Some members say that Jan/feb/mar applicants to CIO will be processed this year whereas rest will follow next year.
Yes indeed they are not issuing any MR to prejune cases but the MRs are being issued to this years FSW applicants.
As far as prejunes applicants are concerned my opinion is that NDVO will issue MRs from July-2012 which is the next year quota since they will finalise this years cases upto june-2012.
So hope_life information seems to be realistic.
