Has Pakistani CHC reduced it's processing time?

Salam Guys. I remember checking the processing time of a visa application some time back and It was written there that it takes about 12 weeks to process a study permit. However when i checked it today, it is written that it takes 8 weeks to process. Does this mean that they have reduced their processing time or am i mistaken?

There are two times...
1 is on cic website and other is on country wide canadian site like canadainternational
on one place where you had seen 12 weeks has been updated to 13 weeks lately and on local site it is still the 8 weeks. In my opinion they may look at your file in 8 weeks only if you are lucky
