Hi GUYS, I faced this wierd thing My profile suddenly became ineligible.
I m resubmitting my profile
Should I say yes to the question
Has ***** Applied for Express Entry Before?
in my new express entry profile

Only if you got an ITA. Creating an online profile is not the same as applying to CIC.

I am standing at 450 and checked the box to include Ontario as a list of states were I would like to settle and it rendered my profile ineligible.

How about if some one declined the ITA and using the same profile should he say YES for the question "Has ***** Applied for Express Entry Before?".
