Very possible.

In fact, some visa exempt citizens get their visa without even getting PPR! (We don't send in our physical passports, just a copy of the pages - so if you include the proper pages with the original application, it's possible to get a visa without PPR or DM!!!) Wild right?

Hmm, that's a good question.
we didn't have an interview so we got an email asking for the passport, than we had to mail it and they mailed it back with the visa in it. And our ecas updated to decision made about 3 days after the passport was returned to us.

I would imagine since they kept his passport, they would just mail it back to him when they issue the visa, or call him and let him know to pick it up. They may send an email asking you to mail them a prepaid waybill so that they can send the passport back.

But either way, its a good thing they kept the passport at the interview! :)

Well to be honest, it's extra scarey for me because we haven't heard anything and e-cas has had "application received" no "in process" since I was approved for sponsorship. And people keep telling me its a good sign that they kept his passport...but on the other hand I have seen where couples had they're passports kept and then 2 months later they were denied...so I was just curious if it was possible...hmmm guess you never know....Thank you for your response

I wouldn't worry to much about ecas. I know a lot of people who never had there ecas updated at all, or it was updated really late.
I know one lady that her ecas went from application received straight to decision made, without ever going to in process. :-\
Its fairly unreliable.

I second that. With my VO, it seems DM is often updated the day after we get the visa in the mail.

Same happened with me. Ecas only updated after the fact.

I had never heard of that. Wow. So being from the US, this could likely happen with me since I sent in all scanned copies of passport with application?

I am hoping that instead of the PPR they have kept his passport for this reason...and we get his visa...that would be wonderful if this is whats taking place ;)

The PPR is literally that - the passport request. If they already have his passport, no need to request it. As others have said, take ecas with a grain of salt, some VOs update it religiously, others couldn't be bothered. However, the PPR also includes a line where they request some brief info like height and eye colour, and also includes a request for photos for the visa. For applicants who are visa exempt, they could very well just issue COPR without any further communication, but since you're with the Jamaica office, I'm assuming he is not visa exempt? In which case, they would likely send you something just requesting those final details. It is a good sign that they kept the passport after the interview. Most officers know by the end of the interview whether they're going to approve you or not, so I doubt they'd keep the passport if they didn't feel they were likely to issue the PR. Good luck!
