Has anyone tried to get an extension from CIC in submitting documents?
case 1: If I'm missing a certain document, and need to submit it in 30 days, is it possible to ask for an extension?
Case 2: without being asked to upload the missing document, just telling them it's missing and ask for a 60/90 day period to upload it?
Hopefully I'm understanding your question correctly - when you say 'submitting your documents' and getting an extension, I assume you're talking about submitting your eAPR and the supporting required documentation, and that you're hoping for an extension on submitting the entire eAPR and supporting documents.
My understanding is that it's next to impossible to get an extension from CIC on submitting your e-APR and supporting documents. 90 days is the max.
However, what some people do is provide a Letter of Explanation (LOE) regarding that one certain required document for which they have a legitimate reason for not being able to provide, and then, depending on the situation and the reviewing officer, CIC may grant you an extension for that specific document - the most common document for which this happens is the FBI US PCC, because CIC knows how long it takes for the FBI to provide them.
BUT you can't just write a letter stating "I'm working on this and will get it to you as soon as possible." You have to provide as much supporting documentation as you can to prove the hardship you're having (proof of requests, emails/letters from whoever is supposed to be giving you the document that explain why they haven't given it to you yet (or are refusing to give it to you), receipts showing payments for requests, etc.) Keep in mind that, even with this letter and all of the supporting documentation, CIC could still refuse your application - it depends on the officer reviewing your file.
You also need to wait until the day before or day of your deadline to submit your eAPR to prove to CIC that you waited as long as possible for the document but couldn't wait any longer without missing their deadline.
