I agree with what you said. I was referring to earlier comments on how her case should be processed in India and not LA. I did not agree with that since as you have mentioned someone can apply to the visa office of a country where he or she has resided legally for one year or more or to visa office of country of nationality/normal residence.

As for sending the passport for stamping, I am not familiar with the regulations in India, however I agree with you that only the visa office where you applied can stamp the passport.

Thank you so much guys for ur clear replies...u've cleared all my confusions bcoz of previous post(sent by ariell)...i was totaly upset and really thot that something went wrong...i even fought wid my husband due to these confusions...but he and d lawyer already told me wat PMM and V said...

Now im gonna try sendin my pp with a person gving him an authorisation letter...so is it ok if i simply write it in a letter format in an ordinary paper signed by me or should it be in the form of an affidivit written on a stamp paper...kindly specify me the format....thank you again PMM and V...

My Kind request: plz dont give information to others and confuse them if u dont know properly...it will create lot of problems if they choose to beleive wat u say...

You may send your passport by a courier it will reach your husband. I suggest you do not send to the Embassy.

No courier company (if it knows) will accept a passport from India. The OP is doing the right thing by having someone carry the passport with an authorization letter. The person then can deliver the passport to the spouse who can arrange to submit both passports to LA. Once the PP are returned, then the spouse can either have someone carry the passport back to India, or he can take it himself.
