i m from pakistan but i live in saudi arabia its written in fees form "fees for winter 2018 3505 $"
and estimated total fees for first two term = 10,517 $

See the 3rd one carefully in it fees of one semester is also written.

they wrote ( fees for winter 2018 $3,505.80

and in next line there is note that:

" you will be invoiced for your second term at a later date.The estimated total fees for your 2 terms = $10,517.40 "

So this means that you have to pay one semester fees.
I mean which you have wrote in first line $3,505.80

classes starting 28 feb and in this time period we hv to apply for study permit n visa also is that enough time ?

I don't know about how much processing time Saudi Arabia embassy takes but you should apply earlier as possible. Pay your college fees and then gic fees

And I have already applied.
