Has anyone applied for a BOWP even though your CWP was to expire in 1 year?

Has anyone applied for a BOWP and received a positive answer even though your closed work permit was to expire in 1 year or more?

a number of people were successful (with a strong cover letter) up until September 2013 when the rules made it more clear to officers that the 4 month rule applied,
Since then the number of successful applicants securing BOWP with 4+ months has dropped significantly.

If VO go by the rule book, it unlikely they will approve your BOWP if your CWP is due to expire in 1 year.
