has anybody ever applied for a travel document 2-3 years after landing?

that is after not having lived in canada for 3 years.

so for example there are cases when people just land and leave and if for some reason their pr card doesnt come through and they have to go back to canada after 3 years, can they apply for a travel document at that time?

They can apply but if they are outside Canada for more than 3 years already and therefore unable to meet the RO for their first 5 years, they may be denied depending on their circumstances. You can have H&C grounds like taking care of your sick mother or something. Not wanting to leave a good job would not be considered H&C grounds.
