Has any graduated student renewed TRV outside Canada after getting PGWP?

I'll be getting my PGWP soon but I need to go back to India soon and can't wait more time to renew TRV in Canada. I asked the call centre employees and they said I can renew TRV from Canadian visa office in India after getting the PGWP, but I'm curious to know if anyone has done this before and what their experience was?

You should get it before travelling to india.
There will be no problem if u will travel to india and want to get trv from india.
Holding a valid PGWP will not gurantee a TRV approval.
I heard someone got refused on the basis of country ties that person was holding valid work permit.
