How do I answer this question? I have been given a Canadian tourist visa twice so should I say yes. But I have never applied to immigrate before.

What do you mean you were "given" a visa?
If you've ever dealt with IRCC, e.g. ever applied for a visa, then it's a yes
If you've ever dealt with IRCC, e.g. ever applied for a visa, then it's a yes
If OP applied for tourist visa he/she should have a UCI. He/she should fill that UCI in the form.
I am in the same situation. Is it necessary to provide a UCI here? That field isn't mandatory though
